Village Highway & Road Services

Since incorporation the Village has had a working relationship with the Town of Blooming Grove.

In July of 2012 the Town of Blooming Grove gave notice to the Village Board of Trustees that they were again raising the cost for highway service for 2013. The Village was originally charged  $289,000 (2010)  for overall Highway services and the proposed increase would be in excess of $435,000 (2013). This increase was proposed while the overall cost for highway services to town residents were decreasing by more than $25,000, and the services that were being provided by the Town's Highway Department continued to decline.

In the past few years the Village has experienced a steady decline in overall services from the Town's Highway Department. In 2011 and during Hurricane Irene and Tropical Storm Lee the Town Highway Department failed to assist and respond to the Village's needs before, during and after the storm. This failure is a clear violation of the Village's contract with the Town's Highway Department. In their absences the Village was forced to rely on its private contractors to respond and assist our Village residents. This failure to respond resulted in additional costs for the Village.

During the October 29, 2011 snow storm the Town Highway Department again failed to assist the Village in clearing our streets of fallen trees and storm debris. Again this failure was a clear violation of the Village's contract with the Town's Highway Department.  The Village was forced to rely on its private contractors to assist the Village in clearing our roads and making them safe for the traveling public. This failure to respond resulted in additional costs for the Village.

On October 29, 2012 and during Hurricane Sandy the Town's Highway Department again failed to respond to the calls from our first responders and the Village for assistance in keeping our Village roads clear and safe for emergency vehicles as they responded to residents' calls. Again this failure was a clear violation of the Village's contract with the Town's Highway Department. This failure again forced the Village to call in our private contractors to assist our first responders and keep our Village roadways open for emergency vehicles. The days after Sandy found our street, right of ways, easements, and Village filled with fallen trees and storm debris. In the clear absences of the Town's Highway Department, the Village was forced to call in our private contractors to make our Village safe and clear of storm debris. This failure to respond resulted in additional costs for the Village.

In response to the Town's increase in cost and the steady decline and absence of highway services from the Town's Highway Department, the Village Board was forced to go out for competitive BIDs for Snow and Winter Weather Road Maintenance and overall Road and Village Infrastructure Maintenance. In August of 2012, the Town of Blooming Grove Highway Department paid for and received a BID package from Village Hall. Later the Town Highway Department did not submit a BID proposal to service the Village, however many private contractors did submit comprehensive bids to service the Village's overall Road Maintenance needs.

In mid-October the Village Board of Trustees awarded the BID for overall Road Maintenance - Snow Plowing and Winter Weather Road Maintenance to Belleville Inc. and CSB Contractors. Both of these vendors service the Village of Airmont and others in the Hudson Valley area.
